THIS SHOULD BE A PRIORITY TOO MANY ABANDONED ANIMALS ARE SUFFERING EVEN MORE. MAKE THEM LICENSED,AND OPEN TO ANY INSPECTION REQUIRED.

All refuges should be licensed and regular checks should take place. Prosecute those who abuse animals.
