Better to usenthe money to prevent individuals from commiting crimes by helping them get an education than wait until they are incarcerated to give them an education. Prevention is better than throwing away good money to reward bad behaviour.

I have been paying off $2.500 for 30 years. With interest, I have paid over $30,000. This was due to losing a job and being temporarily disabled twice and the last few years of working 25 hours or less a week. I do not even have a degree to show for it because my college advisor screwed be over. But an inmate will get a free ride? How obnoxious

Many hard working, law abiding citizens,deserve the free college classes first. A higher form of educaton just might make them better criminals, not help them, Job training is essential to get back into the community, but college?? This is ludicrious. My child is in her thirties still paying off her Bachelor's degree, lost her husband in Afganistan fighting many years for his country. Is this fair? NO!!!!
