How about giving them a trade. We need plumbers, electricians and other service workers. Like a BOCES program inside. Paid for by the prisoners with student loans like the rest of us.

I pay taxes, and work, but can't afford college. If a person or state wants to stop crime, pay for education before the crime and avoid prison. We should not pay for criminals, jail people to get the education we working folks can't afford!
