Chaining a dog up outside long enough for them to go to the bathroom is waaaaay different than chaining them up all day. I know people who do this. When it's too hot and when it's too cold, and when it's raining. It needs to stop.

Chaining your dog or any animal for that matter up outside all day is animal abuse. Animals are living breathing things and need to be treated with nothing but love and respect.

Imagine if it were legal in some states to keep your kid chained up in their room all day. Without letting them go to school, perform basic needs adequately (eat, pee/poop, rest, etc). It's in the same caliber.
