Sub: Relentless harassment of APL cardholders and LPG consumers by LPG dealers through illegal / unauthorised data or photo collection.
The Food, Civil Supplies and Consumer Affairs (FCS&CA) Department of the Karnataka Government has authorised all the LPG dealers to collect a xerox copy of the APL ration card and the RR Number of the State Electricity Supply Corporation / Company / Board as per the press release by its Commissioner (of FCS&CA).
But there's one Hindustan Petroleum distributor / dealer in the name of Little Gas Company, # 27/2, N-1/3, Government Guest House Road, Nazarbad, Mysore - 570010 who is relentlessly harassing all his consumers by asking them to submit the photos of the ration card / R.R / LPG consumers on his agency's printed form although he's not been authorised to do so by the FCS&CA.
The worst thing is no consumer is allowed to take his/her two-wheeler inside his premises but the cylinder delivery boys insist that the ACP (Traffic) has given special permission for this dealer's consumers to park their vehicles for 05 minutes or so on the footpath as the police has put up no parking signboard / signage in front of Little Gas.
When the staff manager claimed that the FCS&CA itself had asked it to collect the photos I got this claim denied/disclaimed telephonically by the Mysore Office of the FCS&CA but he still refused to take my relative's (first maternal aunt's) xerox copy of APL ration card (resident of Sanmarga, Siddharthanagar) and the RR Number of CHESCOM/CESC (Chamundeshwari Electricity Supply Company / Corporation).
When I told the manager that I would be writing to the DC he claimed that the Deputy Commissioner's Office itself had asked him to collect the photos.
I got a phone call in the afternoon from the Food Inspector of FCS&CA in response to my telephonic and email grievance that the company Indian Oil Corporation (IOC) had asked the Hindustan Petroleum (HP) distributor / dealer Little Gas to collect the photos although he is the dealer of HP.
How can the Food Inspector claim that the IOC had asked a HP distributor to collect photos of the LPG consumers?
The Little Gas Company's staff manager first claimed that Food, Civil Supplies and Consumer Affairs (FCS&CA) Department of GoK had asked to collect photos on printed forms and later he claimed the Deputy Commissioner's Office had asked him to collect the photos of all the LPG consumers.
Finally he falsely claimed that the petroleum company had asked its distributors to collect the photos.
So this unfortunately means / proves that almost each and everyone in Little Gas is a pathological / chronic liar who keeps contradicting his/her statement almost every day/moment.
A state owned agency like the FCS&CA has committed a grave mistake / blunder by asking private parties / agencies to collect personal information from the public.
In case I find that the FCS&CA is incapable to discipline this dealer (Little Gas), manager and his staff I'll give up my APL card to overcome this relentless harassment as having an APL card is not more important than my dignity, honour and self-respect.
Relentless harassment of the consumer is the main motto / aim of Little Gas and its entire staff.
The worst is yet to come if the implementation of the Unique Identity / UID / Aadhaar scheme becomes successful as everyone's personal information can be found / accessed by anyone and everyone like the Radia tapes as Aadhaar number is very much likely to be made mandatory / compulsory in order to make / convert India into the world's greatest police / rogue state.

Sub: Little Gas Company refused/declined to take the xerox copy of RR Number and ration card without the photo of my first maternal aunt.
Despite my making two visits to Little Gas Company, # 27/2, N-1/3, Government Guest House Road, Nazarbad, Mysore - 570010 its (staff manager) refused/declined to take the xerox copies of RR Number and ration card of my first maternal aunt.
The distributor / dealer and his staff behave like dictators and keep insisting on the consumer's photo although the Food, Civil Supplies and Consumer Affairs (FCS&CA) Department of the Karnataka Government has not authorised them to do so and is therefore illegal / unauthorised.

I'm not a slave of Little Gas Company to keep making repeated visits as my human dignity, honour and self-respect are at stake.
Moreover, the dealer and his staff including the cylinder delivery boys do not allow the consumers to take their two-wheelers inside the compound wall of the agency's premises as the portion in front of this office is a no parking zone.
Therefore, please ask the dealer to accept the xerox copies of the ration card number and RR Number through the authorised cylinder delivery boys from my aunt's residence at ... Siddharthanagar, Mysore-570011 as I won't be visiting the office again for the third time for the same issue.
In case my aunt's LPG connection is disconnected due to the perennially consumer unfriendly Little Gas Company I'll drag everyone responsible for it (the disconnection) to the consumer court.

Sub: Collection of photos of (already existing) LPG consumers by LPG distributors / dealers / agencies in Karnataka is illegal / unauthorised.
LPG distributors / agencies / dealers are forcing their respective LPG consumers to submit their (cosumers') details either in Form A for APL ration card holders and Form B if the LPG consumer is not a ration card holder, that too with a photo although the Food, Civil Supplies and Consumer Affairs (FCS&CA) Department has asked the consumers to submit only the respective xerox copies of their ration cards (if owned) and the RR numbers of the electricity bills of their respecitve electricity meters (of their respective electricity companies / corporations) only.
Form A and Form B must be submitted only if someone wants to file a fresh/new application to get a new LPG cylinder and not otherwise.
Form A has to be given/submitted only by a fresh applicant for a new LPG cylinder if s/he's a ration card holder, otherwise s/he's to give Form B (in case s/he is not a ration card holder).
LPG distributors / agencies / dealers are not giving any acknowledgement(s) to the consumers who have submitted the xerox copies of their APL ration cards and Revenue Registration or RR numbers of their respective electricity bills and the FCS&CA.
I've sent the scanned copy of my APL Ration Card and RR Number as an email attachment to the LPG agency and FCS&CA at the city and state level as the mailbox of the LPG agency was cluttered / full initially.
FCS&CA shouldn't publish all the personal details in the ration cards and RR Numbers of consumers on its website for the whole/entire world to see on the pretext of eliminating bogus ration cards.
Why doesn't the FCS&CA link the LPG consumer number and RR numbers of all the super rich IPL franchisees / organisers in Karnataka?
Have all the FCS&CA employees put up their own assets on a website to promote transparency and accountability in administration?
In response to my earlier grievance the FCS&CA Assistant Director had called me up from Mysore at around 04:00 PM on Friday, January 28, 2010 and told me that the cylinder delivery boy of the agency (Little Gas Company, 27/2, N-1/3, Government Guest House Road, Nazarbad, Mysore - 570010) would pick up the xerox copies of the RR number and APL ration card picked up from my maternal aunt's residence at Sanmarga, Siddharthanagar (without a photo). I'm grateful/thankful to the Assistant Director and the FCS&CA.
I'd to write to the FCS&CA as the (Little Gas Company's) Agency's manager initially refused / declined to accept the same thing without my maternal aunt's photo when I'd gone there (to Little Gas Company) in person.
So, I'd mentioned in my grievance email dated Friday, January 28, 2010 that I'd not be visiting the agency once again to hand over the same document which the agency had initially declined to accept (without a photo) as its manager was insisting me to attach my maternal aunt's photo although no agency has been authorised to do so by the FCS&CA.

As per the order of the Karnataka Government Secretary, Food, Civil Supplies and Consumer Affairs Department, Bangalore, the ration card holders owning/having APL ration cards have been indicated / asked / instructed to provide the xerox copy of the APL ration card they own and also the xerox copy of the RR Number of the electricity bill of the related / relevant electricity meter owned by them or they own to the related/relevant gas agencies.
Consumers have not been indicated / instructed / asked to produce / provide any form / kind of photo / photograph.
In case if any related / relevant LPG distributor / dealer / person of any company / agency indicates / instructs / asks to submit / provide a photo / photograph a complaint may be lodged / registered with the relevant / related company's sales officer.

This is regarding the harassment of all LPG consumers, APL card holders and electricity consumers in Karnataka on the pretext of eliminating bogus / fake APL ration cards and/or ration card holders by linking all the LPG consumer numbers with APL ration card numbers and Revenue Registration or RR numbers of consumers' electricity bills.
