Surely a “brownfield” site can be found to house the substation and you can hide your mistake by saying that is what the Dept. of the Environment would want?

The Flower Lady shop should not be moved to another location, or closed down. Her spot on the corner just outside the station is perfect and gives a warm welcome to customers and passers by. She needs that sunny pavement space to display her plants. Network Rail, clear a bit of land by the tracks and put your substation there instead.
