I have paid Barrios previously Re HOA and property taxes. I originally came into contact with him when purchasing at Rancho Santana I am also an investor in another failed project Lake Apanas Again he is involved. He certainly seems to operate in a shady manner.

We are both US citizens and purchased lot B14 in Playa Santa Rosa in hopes we would someday have a retirement or vacation home on oceanfront property. While Mr. Barrios was not engaged to pay our taxes, his actions have not only cause devaluation of our property but tainted the development such that we may never be able to build the home we'd dreamed about.

I am a citizen of the United States and have owned Lot C-2 in Phase 3 (Cacao Beach) of Playa Santa Rosa (PSR) from the time when this portion of the development was made available for sale. For a number of years, I had requested that Mr. Barrios pay my property taxes. Years later, I discovered that the funds I had sent him each year had never been submitted to the local taxing authority on my behalf. Instead, Mr. Barrios retained these funds for his own personal gain. I invested in Nicaragua with the expectation that PSR would be developed as a viable ownership opportunity and potential retirement location for citizens of the US and other countries, but the misleading and illegal actions taken by Mr. Barrios over the years has effectively thwarted this important objective. Please do everything in your power to address these serious problems so the true owners of the property at PSR can have the financial and personal confidence that we all were promised when this ownership opportunity was originally presented to us.

I have owned Lot 30 in phase one of PSR since the very early days, for about 10-11 years. I paid for the lot in full, have paid all taxes in full every year and paid all maintenance fees until Atty. Barrios began his fraudulent activity. Please restore ownership to the original owners so all of us owners can again look forward to the development proceeding as promised.

We are both US citizens and own Lot A-34 at Playa Santa Rosa. We had requested Mr. Barrios to facilitate paying our property taxes. With Mr. Barrios we had lost bank check’s, overpayment ( paid in US Dollars instead of Nicaraguan Cordoba), and lack of accountability ( no documentation of payment). Later identified taxes had not been paid for 3 years. Contacted Mr. Barrios numerous times regarding above and requested return of our money but never returned.

My family and business partner own 38 lots in Rancho Santa Rosa. It is such a shame that the dreams of so many investors can be held hostage by an unscrupulous attorney. We are looking to create a functioning HOA and restore the dream of this community.
