Is there some law that prevents people from doing the morally right thing? Is there some law that condones the suffering of another living being? Not doing something shows a complete bankruptcy of morals and compassion.

This dog needs to be taken away and given to someone who can properly take care of him. He should not be sitting in a water filled yard when the temperatures are freezing.
