It’s always disappointing to hear that an institution can’t make exceptions to their rules when it involves something positive for the community. Let the garden stay. Let people bring a bit of beauty into the world. Revisit your rules to see if they are appropriate.

This garden is lovely. It is a destination for some. Plantings should NOT be removed: there are boulevard gardens throughout the city; don’t single out this one. The pollinator plants also help our environment.
