This is a case of "do as I say" not "do as I do". Council wants dog owners to be responsible but they will not take any responsibility for their actions. WHY?

After my dog was seized from my property under false pretences he was released back into my care after fighting for him for 20 days. He was literally skin and bone, that weak that he couldn't lift his head. Spirit broken that he couldn't wag his tail. A hole in each leg, to the bone just above each ankle joint. The infection to these wounds not only cost a small fortune at the vets I was told he was to far gone to save.
