I think that your case would be improved if you could take better photos of the property as the current picture fails to show any significance what so ever. Furthermore if you formally object as an interested and effected party, Heritage WC will have to hold an appeals meeting where you will have to prove that they did not follow the correct procedure (which is technically tricky) but the only grounds on which your appeal may be upheld.
Heritage WP do make mistakes from time to time mostly because the attainment of demolition permits is the bread and butter of many of the heritage practitioner who are paid to represent the developers interests.
