Can we set up a home owner's association in order for all of us to buy some of the owners water rights. We can have property owners around the lake volunteer a $200 a year to buy these water rights. That way and time the association could own 51% of all water rights that way we can control the board

Feed the needed irrigation water from the overflow and draining the lake. The gates should only be opened in dire emergencies. There are other rivers which are able to fill the irrigation requirement. Stop draining medina lake rather than using your water first.
