Crosstown rival or not - this man needs everyone's help. USC is being greedy - expanding yet further into the surrounding poorer neighborhood(s) with their new university village. What was wrong with the old one?

The campus is turning into its own city - worse than its ever been. The owner of Lil Bill"s Bike Shop, a family owned local business, is being told he has to leave by this coming May in order to satisfy an agreement USC made with a new more inconvient and expensive bike shop that states USC cannot compete with them for business (profit). Lil Bill's bike repair sits in a USC parking lot and therefore apparently is being considered part of USC's profit.
This is just a cold shot.

Why not send a signal to the community that you are in partnership? Not doing so sends a hostile message that a big powerful university can just crush small business people.

why not give lil bill a place in the village instead of an eviction notice? makes not sense to invite another business when you have lil bill.
