Oh for f's sake! Brass Monkey is awesome!
If you don't want to be bothered with noise then move to the other side of Heidelberg and no where near the Altstadt.
Brass is ALWAYS the first and last place I go to have a delicious meal or a Cider. It's so much better than the Dubliner (no offense) and it's the perfect place to hang around if I feel homesick for England.

People moving in above a bar should know what to expect and the same goes for living in the Altstadt of a Student city. No to dead city centers and curfews ! Keep bars open and keep the city alive :)

Do NOT close Brass Monkey! The Food is delicious, the people are great and the atmosphere is so comfy and wonderful! There are way noisier bars in Heidelberg than Brass! So let me repeat myself: Do NOT close Brass Monkey! Hope I could help! :)
