Elective circumcision against family wishes and for no medical reason is a grave and irreparable assault on a baby's bodily integrity and human rights. Let the baby make the decision as an adult, when he is ok enough to weigh the pros and cons for himself.

There is so much wrong here I don't even know where to begin. So just make it right. The heartbreak in this story is immeasurable, the abuse of power, horrific and invasion of privacy, victims rights, etc. There's not a person involved in this (outside the family) that should be fired and/ or serve time.
