I propose that a tax deduction from the sum total of annually accrued "Social Security" funds by the US Federal Government to be put into effect that will take 10% of Federal Excise Taxes and put the amount towards individual state government for the soul purpose of "emergency funding". Then a 105 deduction from ALL government"Officials", including Mayors, to give 10% of their taxes into the "restoration & improvement" of the city. Although the "churches" are tax exempt,...I propose they fall under this category due to their relationship as a "Spiritual Community Family" and that EACH church MUST give 10% towards police & fire protection in addition to and separate from existing city programs & agendas. I propose that 10% of an individual's "USUAL" Federal deduction be placed in a savings account fund for the soul purpose of "medical attention" as well as auto, home & life insurance policies in their name. This can easily be done with a code card similar to a debit or charge card from your place of business. Instead of paying an insurance company, the fundings would come out of "YOUR SAVINGS ACCOUNT". I propose that 10% of ALL moneys accrued by medical or insurance agencies have 10% of their "USUAL" federal deductions be placed BACK INTO THE CLIENTS ACCOUNT. All "ENTERTAINERS" must have 10% of "THEIR USUAL" tax deduction recirculated according to popularity. National & community divisions of funds.
