The remedy for rape is to treat rapists very harshly, not force their victims to spend the rest of life trapped underneath their rapist. That's putting girls in hell. This man is encouraging rape of very young children, which is a sin. God only knows what he himself, personally, considers okay behavior. Please get rid of him, this makes Malaysia a laughing stock in the world.

He should resign and responsible for what he claimed. His statement is unacceptable and immoral in the eye of the society. No one will allow a child who aged 9~12 after being raped, then married to the rapist. As a minister, he should protect the moral standard of the society, not destroying it by encouraging rapist to marry vulnerable child.
