USA Rugby has rules that restrict players eligibility based on time limits. I wish to have the current rules for varsity and add an additional set of rules for Recreational Club teams that are not varsity.

Under 4.3 the rule currently reads:
A student-‐athlete may maintain eligibility after completing and/or receiving an undergraduate degree if that student-‐athlete is enrolled full time in post-‐graduate studies (graduate school or pursuance of an additional Bachelor’s Degree) provided the student-‐athlete is attending the same institution they received their first undergraduate degree from and the student-‐athlete still falls within all other collegiate eligibility standards.
A student-‐athlete competing for an institution utilizing the quarter system is eligible through the National Championships of that Academic Year if he/she graduated at the end of the winter quarter. This requires a letter from the registrar confirming such status.
Every student-‐athlete has seven years in which s/he may compete a maximum of five (5) years:

I wish to keep these rules for varsity teams. For Recreational Club teams that are not varsity I have a suggested new set of rules that removes time limits and as along as a student-athlete is within good academic standards they can play. The new suggested rules read as such:

A student-‐athlete may maintain eligibility after completing and/or receiving an undergraduate degree if that student-‐athlete is enrolled full time in post-‐graduate studies (graduate school or pursuance of an additional Bachelor’s Degree) -‐athlete still falls within all other collegiate eligibility standards.
A student—athlete may be eligible to play if the student does not attend the same graduate as which they received their undergraduate from as long as the student is enrolled full time and within good academic standing provided all of the other eligibility rules are being abided by.
A student-‐athlete competing for an institution utilizing the quarter system is eligible through the National Championships of that Academic Year if he/she graduated at the end of the winter quarter. This requires a letter from the registrar confirming such status.
Every student-‐athlete has may compete for as many years as they are enrolled in school and comply with University Recreational Club Standards.
The period for College Rugby Eligibility begins in the Academic Year starting when the student starts to play rugby for an undergraduate academic term of graduate academic term upon receiving a CIPP number.
There are no time restrictions on recreational club eligibility as long as the student--athlete is enrolled full time in the college the student is playing for and following the College academic degree set forth by the college as well as the recreational club standards.
Upon graduation or transfer the student--athlete is no longer eligible to play for the school in which they graduated or transferred from.
