Roughwood IV Johnston, Iowa Zoning

The residents of the neighborhood Known as Roughwood 4, Johnston, IA 50131 request that the whole neighborhood bordered by NW 86th Street to the East, 54th Street to the North, City of Urbandale to the South and the properties west of 88th Ct to the West, be rezoned back to all residential for the following reasons.
1: Failure of the developer who requested the original rezoning to secure the properties necessary to complete the original development.
2: Failure of the developer to maintain the properties in the PUD zoning area to maintain them, therefore decreasing the values of the surrounding neighborhood and creating hazardous conditions for the renters of said properties and surrounding residents.
3: Owners of properties within the PUD are being unfairly penalized by the original spot zoning as they cannot sell their residences as homes and there is no plan for the developer to build the originally proposed commercial development as he does not control the property necessary for said development.
It has also decreased the surrounding values of the homes bordering the spot zoned PUD.
4: The infrastructure is not available to build the originally proposed commercial development nor does the city currently have the finances to widen the intersections and infrastructure on NW 54th that would be needed to accommodate the increase in traffic.
