There is a Developer in a sleepy residential country part of LA called the Roscomare Valley. He has a bought a simple 1 story 4 unit apartment, the back of which looks down a valley at a home and other private homes. He wants to build a 4 story building cantilevered on the third and 4th floor over the hill. This project is two properties south of one of the finest public schools in LA, Roscomare Road School. The road is hilly, windy, small, and the only way in or out of the community. It is hard to get children in or out of the school and people to and from work and garbage trucks up and down on Wednesday. LA City does not want the builder to put balconies on the western side (back) facing the private home. The folks that live in the valley don't want the balconies without restrictions on noise and light polution and privacy impingement. The Builder wants to modify the City's condition to delete it. This petition wants to modify and/or add conditions for the Builder as follows: 1. The Buider is to maintain a privacy screen of 24-36' box dense canopy trees of 40-75 height planted as close on center as possible. 2. The builder is to turn off lights and not allow parties or balcony occupancy facing west down the hill from 10PM to 7AM daily. 3. During construction, deliveries of trucks with more than 2 axles and 6 wheels shall not occur between 7AM and 10 AM and also 1:15 and 6PM on Mon-Friday, except holidays.
