I agree, please do something about this problem. After building a shed I quickly discovered that 3 skunks were enchanted with their new home underneath it. It cost $1500 to trench around the shed and deck and provide wire mesh to prohibit future visitors.
Raccoons can scale the wall of your home and can enter your attic through the vent as their bodies allow them to squeeze in. Severe damage can be done to your insulation.
The vents need to be screened. Don't be fooled by the fact that Raccoons cannot carry the rabies virus because they can.
I do agree that residents must take precautions to maintain their homes and not put garbage out the night before garbage day. Some residents actually leave their garbage containers at the side of their homes or on the porch. In the wee hours of the morning I observed an animal rummaging in the container on someone's porch. Glad it was not mine. Please do something !

Hello neighbours. Long post. I apologize.
First, I do not want my property taxes wasted on a futile attempt to rid our neighbourhood of rodents. For one thing, they or new rodent will return. Under the laws of the province of Ontario, animals like raccoons and skunks must be released within 24 hours and cannot be relocated more than a kilometre from where they were trapped. THEY WILL RETURN.
Second, I do not believe we can point a finger at the outlet collection. Development in Glendale, and in particular our immediate area has been occurring since the 1990s and sooner. In the late seventies, development of White Oaks began. The hotel was built in 1984. In 1998 the college opened. Development activity on the campus continues today. That was followed by the golf course and phase 1 of our neighbourhood in the late 90s, early 2000s. Phase 2 and now phase 3 followed. With each development, a bit of natural habitat was destroyed. We are essentially in a rural setting (just look at your postal code) and settled against the Niagara Escarpment. There is wildlife in our midst.
Third, residents (not the municipality) are responsible for making their own properties wild animal proof as much as possible. You need to take away their areas of interest: food, water and shelter. There are a few things you can do to help: Don't put your garbage and green bins to the curb the night before garbage day. Experience shows that our garbage and green bins are not collected before 9AM. You can put them out on garbage day. Make the space under your decks and porches animal proof. Late in the winter and this summer, I have had a muskrat burrowing under my back porch. In the fall, I will be removing the trellis around the porch, installing a fine wire mess barrier, then replacing the trellis with deck boards to prevent further burrowing.
