Rocky Mountain Horse Association Membership Petition.

Petitioned using Bylaw 2.12.C

The membership respectfully requests that the Rocky Mountain Horse Association Board of Directors place the following on the upcoming ballot;

Rescind the 2021 bylaw change 4.2 Terms and revert the bylaw to the 2020 text.

Current Bylaw as Written:

4.2.A. Terms (Amended June 19, 2021) President and Vice President, will be elected for two-year terms, in even numbered years, as a team ticket with a term limit of 3 consecutive terms. Candidates are required to have served on the board at any seat for at least 1 full term of service before being eligible for these positions. There will also be three Members at Large elected to two-year terms beginning in September of even numbered years. ALL current requirements noted in the Rules for these positions must be met.

4.2.B. Secretary and Treasurer will be elected for two-year terms, in odd numbered years, both with a term limit of 3 consecutive terms. These candidates are required to have served as active committee members, the Candidate for Secretary as secretary of any committee and the Candidate for Treasurer as the secretary of the Finance committee or have a business background in finance. There will also be four Members at Large elected to two-year terms beginning in September of odd numbered years.

4.2.C. The Directors of Examiners shall be elected for three-year terms beginning in September of the election year, with one Director standing for election in each year. ALL current requirements noted in the Rules for these positions must be met.

4.2.D. The Hearing Panel Members shall be elected for three-year terms beginning in September of the election year, with one Member standing for election in each year. ALL current requirements noted in the Rules for these positions must be met.

Pre Existing Bylaw as follows:

4.2 Terms (Amended June 18, 2011)

The President, Vice President, Secretary, Treasurer and three of the Members at Large shall be elected for two-year terms beginning in September of even numbered years. Four of the Members at Large shall be elected for two-year terms beginning in September of odd numbered years. The Directors of Examiners shall be elected for three-year terms beginning in September of the election year, with one Director standing for election in each year. The Hearing Panel Members shall be elected for three-year terms beginning in September of the election year, with one Member standing for election in each year.

Petitioner believes that this change requires no review by the rules committee as the pre-existing bylaw and text has already been approved.

Preamble for ballot:

The Membership has petitioned to rescind the current bylaw 4.2 Terms (amended 2021) to be replaced with the pre-existing 2020 Bylaw. The membership believe that the bylaw change made and voted on in the 2021 Ballot was not in the best interest of the Association and ask for your support to reverse this change. The membership also recognizes that the transition back to the previous bylaw may cause a conflict in a board members election cycle. If this is the case, the membership approves for that position to be held over until the next available election cycle, as previously addressed in the Articles of Incorporation. This approval is a “one time” exception. If you agree please check the box marked “yes” to approve this change and exception.
