For the English Version, Please scroll down. بيان "مصري" بشأن تمكين المصريين بالخارج من التصويت إستكمالاً لما حققته ثورة  ٢٥ يناير من إسقاط نظام سلب حقوق ملكية المصريين بالخارج لوطنهم بأن حرمهم من قدرتهم على المشاركة الفعالة، وإيماناً بأن مفهوم الوطن يتعدى الحدود الجغرافية للأرض و يكمن في وجدان كل مصري من تاريخ و حضارة و مسئولية، نؤكد بما لا يدع مجالاً لأي شك بأن الصوت الإنتخابي هو بمثابة صك إنتماء لهذا الوطن و تفعيل للمشاركة العملية فيه لا أحد يملك أن ينتزعه من أي مصري أو مصرية تحت أي ظرف. و من منطلق إيماني راسخ بأن المصريين بالخارج هم جزء لا يتجزأ من نسيج هذا الوطن العظيم و أنه على الرغم من بعد المسافة إلا أن ما يشغل المصريين بالداخل من هموم و متاعب في هذا الوطن هو تماماً ما يشغل إخوانهم و مواطنيهم بالخارج، و قناعةً بأن المصريين في الخارج هم ذخيرة علمية و إقتصادية ضخمة يجب أن تفعل و تستغل من أجل تحقيق إستقرار و إزدهار مصر، فإن تمكينهم من أداء مسئولياتهم فى العطاء لهذا الوطن عبر المشاركة الفعالة في الإنتخابات و الإستفتاءات هو حق مواطنة وتأكيد لمباديء العدالة الإجتماعية التي أرستها الثورة و إثراء لطاقات مصر الإجتماعية و الفكرية اللازمة لتحقيق التنمية التي نتطلع إليها، خاصة في تلك المرحلة الحرجة من صياغة تاريخ البلاد. و نؤكد هنا على أن هناك أكثر من 120 دولة بالعالم تمكن رعاياها بالخارج من التصويت، عن طريق وسائل شتى، بل و أن العديد من هذه الدول تتبع أكثر من آلية لتصويت المغتربين من رعاياها تسهيلاً لهم و إيماناً منها بتطبيق العدالة و المساواة بتوفير حق التصويت للجميع.وقد شاهدنا مؤخرا الاشقاء التوانسة في الخارج يقومون بالتصويت في انتخابات المجلس الوطني التأسيسي بعد ثورتهم المجيدة . لقد سمعنا كثيرا مبررات مثل مصر ليست تونس التى كانت تتردد من النظام المخلوع قبل 25 يناير او تعليق الموضوع على "الارادة السياسية" و "القرار السياسي" و مثل هذا الكلام لا يلبي تطلعات ثورة 25 يناير. من هذا المنطلق و من منطلق الحس الوطني فنحن - المصريون ممثلو القوى السياسية و الوطنية بالداخل و الخارج و الموقعون أدناه - نطالب المجلس الأعلى للقوات المسلحة و اللجنة العليا للإنتخابات بضرورة توفير كافة الإجراءات و الضمانات اللازمة لمشاركة المصريين بالخارج فى الإنتخابات و الإستفتاءات القادمة، و نؤكد على أن أي تقصير فى ذلك الإتجاه هو بمثابة رفض لتحقيق مطالب الثورة من حرية و مساواة و يعد جريمة كبرى في حق الملايين من المصريين بتجاهل قيم المواطنة و الديموقراطية و العدالة الإجتماعية التي قامت الثورة لإرساءها من أجل بناء مصر المستقبل. كما ان أي تقاعس عن تنفيذ حكم محكمة القضاء الإداري الصادر بتاريخ 25 اكتوبر 2011 ، بتمكين المصريين المقيمين في الخارج بالتصويت في الانتخابات داخل مقار البعثات الدبلوماسية المصرية ، سيكون مخالفا للقانون وسيجعل اي انتخابات مقبلة معيبة وغير دستورية. و نؤكد على مطالبنا سالفة الذكر بضرورة العمل الفوري علي تطبيق الآتي: 1- سرعة دعوة المصريين المغتربين لتسجيل أنفسهم في السفارات المصرية بالخارج و الحصر الدقيق لأعدادهم بالخارج. 2- الإرسال الفوري للجان إصدار بطاقة الرقم القومي للمصريين بالخارج في القنصليات و السفارات. 3- إختيار آلية أو أكثر من الآليات المختلفة للتصويت بالخارج، مثل إنتداب القضاة أو تفويض السفير بمهام قاضي الصندوق أو التصويت إليكترونياً عبر الإنترنت أو غيرها من الآليات المتاحة. و البدء بإجراء اللازم للتنفيذ طبقاً لخطة واضحة و جدول زمني معلن قبل إنتخابات مجلس الشعب و الرئاسة و الإستفتاء القادمة. التاريخ: الثلاثاء الاول من نوفمبر 2011 الموقعون من جميع الأحزاب و الجمعيات الحقوقية بمصر، و مواطني مصر بالداخل و الخارج. هذه الرسالة يجب أن يوقع تحتها جميع جماعات الضغط من أحزاب و جمعيات حقوقية تمثل المصريين خارج و داخل مصر، و غيرهم من المثقفين و الناشطين لتوصيل رسالة أن هذا مطلب قومي و ليس مطلب من هم بالخارج فقط.
********************************************************************* Egyptian Statement for Enabling Egyptians Abroad to Vote Following the January 25 revolution achievement in toppling a regime that denied Egyptians abroad the ownership of their country, by depriving them from effectively taking part in its affairs; and believing in the notion a nationhood that transcends the geographical boundaries of a land to encompass all Egyptians bound by common conscience, civilization, history and civic duties. We believe that the ability to vote is essential to the enjoyment of citizenship; it is a right that cannot be abrogated from any Egyptian regardless the boarders.

Stemming from our solid faith that all Egyptian expatriates are an integral part of our nation’s fabric; and despite the physical distance that separates them from their country, they equally and deeply care about the same issues that affect their fellow Egyptians at home and as much involved. Egyptians abroad are a scientific and economic wealth that must be capitalized on and exploited for Egypt’s stability and prosperity; and enabling them to give to this country through participating in elections is a citizenship right and an affirmation of the revolution’s ideals of social justice, and an enriching to the social and intellectual capacities of Egypt needed for the development we aspire, especially at this critical juncture in our nation’s history
over 120 countries currently guarantees their expatriate citizens to vote abroad through a variety of means; some of which offer various voting options and mechanisms to facilitate the voting process, and to adopt the principles of justice and equality among their citizens. We have also witnessed our Tunisian brothers and sisters able to vote abroad in their first parliamentary elections following the great Tunisian revolution. We have often heard from the toppled regime prior to 25 Jan the excuses such as “Egypt is not Tunisia”, or that hanging the decision on “political will”, all of which no longer respond to the new revolution aspirations. 

From this perspective, and with the best interest of our country in mind, we – Egyptians representing the different political forces in and outside Egypt – call on the Supreme Council of the Armed Force and the High Committee for the Elections to immediately provide all necessary measures and mechanisms to guarantee the participation of Egyptians abroad in all upcoming elections and referenda. We reaffirm that a failure to do so would be a failure to respect the core revolution demands of freedom and equality for all, and would amount to a great crime against the rights of millions of Egyptians living abroad, violating the ideals of citizenship, democracy and social justice that were instated by the revolution as the foundations of Egypt’s future development. Furthermore, any procrastination in implementing the administrative court ruling  issued on 25 October 2011 to enable Egyptians abroad to vote in the consulates and embassies where they live, would be unlawful and would render any future elections unconstitutional and flawed.
We reaffirm our previously stated demands to undertake the following:

1- Promptly invite Egyptians abroad to register at Egyptian embassies and consulates and to have as accurate as possible figures of their numbers abroad;
2- Immediately send civil servants to consulates and embassies to issue national ID cards for Egyptians abroad;
3- Develop one or more mechanisms for voting abroad, such as sending judges to consulates or embassies or enabling ambassadors to fulfill the role of judges in supervision ballot boxes or developing an e-voting mechanism, or any other possible methods of voting. These should be implemented according to a clear plan of action and a published timetable that would allow for implementation in time for the upcoming parliamentary elections and other future elections.
