In Sri Lanka over 100,000 people live on lands held by the Railway Department. My family has lived in Haputale for over 80 years on land which became designated as 'railway land' when the railway was built. To avoid ejection from our home we have to pay the Sri Lanka Government Railway Department an annual fee. In 2015 this fee was 160,000 rupees (which is six months average salary in Sri Lanka). Like many others in our situation we have requested repeatedly the right to own our long-possessed 'railway land' but to no avail. However, for reasons unknown, a few of our neighbours have received the title deeds to their land from the Railway Department and no longer have to pay the annual fee. I consider the actions of the Sri Lanka Government and its Railway Department to be unfair and unequal. They are unfair in: (1) not allowing the vast majority of the people affected the right to own their long-possessed railway land, and (2) threatening the people affected with eviction if a high annual fee is not paid. They are unequal in granting, without transparency, a few people ownership of their 'railway land' and thus exemption from paying an annual fee. Please support my online petition to the Sri Lanka Government to change this enduring unfair and unequal situation, and request the right of the many affected people to own their long-possessed railway land. With enough signatories we can and we will enact change. Thank you for your support. Sincerely, Chitra Jayasinghe.
