I wish we had someone this dedicated to science that is willing to share with his neighbors and all the kids! It is an amazing opportunity for everyone without costing a penny as he is already investing in everything.

No different than a shed, and on top of that, it's aesthetically pleasing AND educational! No reason to deny a completely silent hobby, that has no detriment to the neighborhood.
