The undersigned residents of Oak Court and French Court request that the Menlo Park City Council ensure that the Menlo Park City School District lives by its word and uses a newly created entrance in to the Upper Laurel School as publicized to the neighborhood by the project manager, presented to the City Council on January 28, 2014, and specified in the “Project Description” on page 67 of the Initial Study/Negative Declaration (please see attached), which was adopted by the District Board on September 9, 2014.

Oak Court and French Courts are cul de sacs with only one entrance. Altering the access represents a significant environmental impact on a longstanding traffic pattern. We ask that the City Council attach the original description from the “Project Description” to any agreement permitting the use of the new access point by the School District. Further, we ask that, if there is to be any change to the document that justified the avoidance of an EIR by the School District, the City Council require an EIR prior to approving an agreement with the School District to permit the use of the new entrance in the future, as required by law in the California Environmental Quality Act.
