Surely no should mean no?
This proposal has already been refused and been taken to the Welsh Assembly, which agreed that it should be refused. There should be a ban put in place at least for a generation.

This is a rural area which is being ruined by all these new houses being built. Roads, doctors, schools, dentists, sewerage etc will not be able to cope with the extra strain..
