All rules and regulation changes should be approved by homeowners, not just the board.

I wholeheartedly agree that greater regulation and enforcement of rules be pursued. However, I think that a transparent and collaborative approach incorporating resident opinion should be instituted to achieve these means. I am requesting that the current rules and regulations be recinded and that any future rules and regulations be determined by majority vote of residents. Thank you.

I like some of the suggested changes and dislike others. I'm sure we'll settle on a balance. I'm thankful for the volunteer board and for the neighbors invested in protecting the special subdivision we have.

The fact that one of the board members, someone who is responsible for the changes, has signed this petition is a good indication that there is a flaw in the system. I too am in favor of having the new Rules & Regs rescinded.

As a resident of 14 years I thought we had enough rules and regulations without this new set. If there are specific circumstances that are arising then they should be brought up for discussion and individual consideration as additions to the bylaws - synthetic roofing that looks like cedar for example - I would support allowing this without other new rules being attached.

I strongly oppose these changes made to the rules & regs. Any changes to document that affects all, should be openly addressed and agreed upon by ALL. And not at the whims of a select few who seek to control the lives and pocket books of all of their neighbors.

The proposed rules and regulations fail to solve a problem that did not exist in the first place. I propose they be dropped immediately.

I feel the current rules and regulations are in fact in violation of the original declaration. After two emails to the president and the vp to get answers, I have no response. It is not written in the declaration that the board gets to make the rules and pass them with no voting from the homeowners. The declaration is not clearly worded and to make this leap is over stepping what the original document intended.

Rescind the rules & regulations and come up with an approved process that is agreed upon to implement these types of changes

We moved here away from a restrictive and growing to be expensive homeowners association. What we saw was the more restrictions imposed the more expensive it became to inforce. Neighbors went from friendly to enemy. Homes went on the market at lower and lower prices because buyers are discouraged by all the covenant rules and costs to update the property. We are so disappointed to read the same to happen here in this haven we thought was our home, free to choose and take care of our property. With each choice taken away from the homeowner you (the association) take away a potential buyer leaving home values to decline. I work as a property manager and my husband and I have built several homes and moved several times in the last 20-25 years while many of the residents here have only lived in this community. When homeowners are too restricted in home improvement choices they may instead choose to not improve and move instead. How low do you want your home value to decline before you realize that it is far better to have some choice in construction materials rather than a deteriorating and dated neighborhood. No one cares or counts how many white homes are in a block but they notice old rotten siding and old rotten wood roofs. Insurance companies will surcharge wood roofs on homeowner policies. I have heard fire hazard to most expensive to repair and replace as reasons for increase in premiums. There are so many more choices today in construction materials than in the 90's. Why restrict improvement. Why restrict traditional. Why not truly make this neighborhood the best place to live by allowing both. What do we lose? We might gain a more peaceful and more beautiful environment.

We certainly believe that our by-laws need to be updated but we believe the way to do that is by voting and letting the majority rule on the important stuff and leaving the petty stuff alone. What in the world was the board thinking? Better to begin again.

Dear Board Members, You are volunteers here to serve our neighborhood. You were all elected by your neighbors to protect our community and the interests of the collective neighborhood. These new rules are clearly out to serve a single purpose.. We wont be told what color we can or cannot paint our house. We will not be told what colors are complementary in your eyes. We will not be told who can or cannot live in our home and we certainly will not seek your approval. The choosing of roofing / siding materials discussion is ridiculous and the synthetic materials are far superior and aesthetically pleasing than cedar / cedar shake -yet this group is too blind to see that it is a better option (or just don't care). You will be wise to note a precedence set in other legal cases brought against Home Owners Association board members for over stepping your boundaries and authority. Understand, we want to live a quiet and peaceful life without drama yet you have now dragged us into this mess. The new R&R's are unacceptable, leave huge opportunities for discrimination, and are unenforceable. We encourage you to rescind the new PVHA R&Rs. Dr. and Mrs. Zuniga
