Southern California Edison (SCE) has been responsible for numerous, often protracted, power outages in part of the southeastern section of Beverly Hills, including portions of South Hamilton Drive, South Gale Drive, Gregory Way, LeDoux Road, Wilshire Blvd, La Cienega Blvd, etc. (the "Affected Area") SCE has consistently failed to make required repairs to its equipment in this area and to perform appropriate preventive maintenance. And, SCE has failed to keep residents of and businesses in the Affected Area informed of the details of outages. Furthermore, SCE has refused to compensate residents and businesses for losses sustained as a result of its negligence.

We, therefore, petition for:

1. Connection of the Affected Area to the grid that serves neighboring areas in the City of Beverly Hills to which power is more reliably supplied;

2. The imposition upon SCE of a reporting requirement that would include:
A. The date, start time and end time for any outage;
B. The exact addresses affected by any outage;
C. The time that crews were first dispatched to perform repairs and the time that the crews arrived on the scene;
D. The number of personnel and trucks dispatched to restore power;
E. The exact reason for the outage;
F. The exact work performed to rectify the problem;
G. The dates, during the prior 10 years, on which repair, maintenance or other work was performed on any equipment deemed responsible for an outage; and,
H. Posting of reports that include the information specified above to a website maintained by SCE and emailing by SCE of said reports to residents and businesses in the Affected Area.

3. Compensation, according to proof, to residents and businesses that sustained losses as a consequence of outages resulting from SCE negligence and, irrespective of any finding of negligence, credits against SCE charges to all affected rate payers for the time during which power was interrupted.

4. Adoption of a rule that, upon a finding by the PUC or other competent authority that an outage resulted from SCE negligence, SCE be precluded, for a period of five years, from imposing any rate increases on rate payers in the Affected Area. Negligence according to this rule, would be presumed in any case where an outage-causing failure of the same equipment occurs two or more times in any five-year period.
