Though required by DeKalb County Code, the developers of the Clifton Ridge Subdivision have never applied for or obtained a Certificate of Appropriateness (COA) for their “Subdivision Sketch Plat” which proposed carving up the three original and almost century-old lots on Clifton Road into seven new lots with a cul-de-sac. Despite the developers’ failure to obtain the legally required COA, (1) the DeKalb County Planning Commission approved on April 13, 2011 the Subdivision Sketch Plat and (2) the DeKalb County Administration issued on Dec. 17, 2012 a Land Development Permit for the site. The Druid Hills Civic Association has challenged these two DeKalb County decisions in civil lawsuits that are pending. The developers on June 26, 2014 submitted a Final Plat for approval to the DeKalb County Administration and this application is now making its way to Interim CEO Lee May for a decision.

If this subdivision is allowed by DeKalb County to be completed and in violation of DeKalb County’s own laws, it will irrevocably damage the Druid Hills neighborhood and the legal protections our neighborhood has had since 1996 through the establishment of the Druid Hills Historic District.

We the undersigned respectfully request that DeKalb County and its CEO Lee May deny the Final Plat application for Clifton Ridge. Furthermore, we request an investigation be conducted into the circumstances leading to the approval of the Subdivision Sketch Plat by the Planning Commission and the issuance of the Land Development Permit by the DeKalb County Administration without a COA obtained.
