i have not hardcoded, but i feel that for the first time whole marks should not be set to zero and second time if this mistake happens then the college can issue pinkslips or any stricter actions

I belive that it should have been announced earlier that hard coding isn't allowed. Many students had been suggested by bsms and other seniors that they can hard code a test case so they can get better marks so their ranks improve. I agree that it might be against the good spirit of the test so I suggest that the hardcoded questions be rewarded zero marks and the rest be awarded as per their weightage.

Reexam should be taken or deduct the marks for the questions which was hardcoded

Yes, I agree with you, And only the hardcoded answer's marks should be deducted without any prior information as even for hard coding, you need to know the syntax for creating tables in DBMS.
