Petition Requesting Urgent Inquiry and Justice for Sri Lankan Chess Players Regarding Malpractices and Governance Violations in the Chess Federation of Sri Lanka (CFSL)

Dear Honorable Minister,

We, the undersigned members of the Sri Lankan chess community—players, parents, coaches, and enthusiasts—are deeply concerned about the continuing mismanagement and lack of transparency in the Chess Federation of Sri Lanka (CFSL).

Despite the recently issued Gazette by the Ministry of Sports to enforce good governance and periodic leadership renewal, the same individuals have been reappointed as office bearers for 2025, with some remaining in office for over 12 years and the president for more than 20 years. This situation harms the growth and development of chess in our country.

We urgently request your intervention to address the following critical issues:

1. Violation of Gazette Regulations: The recent appointments clearly disregard the Ministry’s directive to rotate leadership regularly, undermining democratic principles.

2. Lack of Accountability: CFSL has failed to conduct financial audits for years, raising serious doubts about the transparent use of funds raised for the sport.

3. Inadequate Player Support: Our players receive minimal financial and logistical assistance, often leaving families to bear heavy costs for training and competitions.

4. Stagnant Progress: After decades, Sri Lanka has not produced a chess Grandmaster, unlike neighboring India with 87 Grandmasters, highlighting leadership failure in nurturing talent.

5. Inefficient Administration: Poor organization of tournaments, registration delays, and inconsistent time controls have dampened the competitive environment.

6. Exclusionary Practices: Key stakeholders such as players, parents, and coaches have been marginalized from decision-making processes.

On the occasion of World Chess Day 2025, we formally launch this campaign demanding justice for our chess community and calling for urgent reforms to protect the interests and future of Sri Lankan chess players.

We demand a prompt, independent inquiry into these malpractices and governance violations with the following aims:

1. Verify whether the 2025 appointments complied with the Ministry’s Gazette and regulations.

2. Conduct a thorough audit of the CFSL’s accounts and financial management.

3. Assess CFSL’s performance in promoting chess development in Sri Lanka compared to regional benchmarks.

4. Implement transparent, inclusive, and accountable governance structures involving all chess community stakeholders.

We stand united to seek justice and equality for Sri Lankan chess players and to bring about positive change in the sport’s administration. We respectfully urge the Ministry of Sports to act swiftly for the future of chess in Sri Lanka.

අපි, ශ්රී ලංකාවේ සියලු චෙස් ක්රීඩකයින්, දෙමාපියන්, පුහුණුකරුවන් හා චෙස් ක්රීඩා ලෝලීන් ලෙස, ශ්රී ලංකා චෙස් සම්මේලනයේ (CFSL) පවතින අධිකාරී බලය අවභාවිත කිරීම නොසැලකිල්ල හා විවෘතතාවය නොමැතිකම දැඩි ලෙස විවේචනය කරමු.

ක්රීඩා අමාත්යාංශයෙන් නිකුත් කර ඇති නව ගසට් නිවේදනය උල්ලංඝනය කරමින්, වසර 2024 සඳහා පැවැති පාලනයම නැවතත් තනතුරු සඳහා පත් කර ඇති අතර, ඔවුන්ගෙන් බොහෝ දෙනෙක් වසර 12කටත් වැඩි කාලයක් සම්මේලනයේ තනතුරු දරණ ලද අය වෙති. සභාපතිවරයා වසර 20කට වඩා ප්රධාන තනතුරු දරමින් සිටියි. මෙය සත්ය වශයෙන්ම ශ්රී ලංකාවේ චෙස් ක්රීඩාවේ සංවර්ධනයට හා වර්ධනයට බාධා පමුණුවා ඇත.

ඒ අනුව පහත සඳහන් ගැටලු පැනනැගී ඇති අතර ඒවා විසදීම සදහා ඔබගේ කඩිනම් අවධානය අපි පහත අත්සන් කරමින් ඉල්ලා සිටිමු

2025 ලෝක චෙස් දිනය දා අපි නිල වශයෙන් ලංකාවේ චෙස් ක්රීඩාවට යුක්තිය ඉල්ලලා මෙම ප්රකාශයට අත්සන් තැබීම ආරම්භ කරමින්, ශ්රී ලංකා චෙස් ක්රීඩකයින්ගේ අයිතිවාසිකම් ආරක්ෂා කිරීමට සහ ඔවුන්ට සාධාරණය ඉල්ලා සිටිමු.

අපගේ ඉල්ලීම්:

1. 2025 සඳහා පත් කළ නිලධාරීන් අමාත්යාංශ ගැසට් නිවේදනය හා නීති රීති වලට අනුකුලදැයි සොයා බැලිය යුතුයි.

2. CFSL මූල්ය වාර්තා සහ කළමනාකරණය වෝහාරික විගණනයකට ලක් කළ යුතුයි.

3. ශ්රී ලංකාවේ චෙස් සංවර්ධනය කිරීම ගෝලීය සහ කලාපීය මට්ටමට ප්රතිඵල ඉලක්ක කර සිදු කිරීමට අමාත්යාංශය මැදිහත් විය යුතුයි.

4. ක්රීඩා ප්රජාවගේ සියලුම පාර්ශ්වකරුවන් එකට එක්කර විවෘත සහ වගකීමක් සහිත පරිපාලනයක් ස්ථාපිත කිරීමට පියවර ගතයුතුයි.

අපි එක්වී, ශ්රී ලංකා චෙස් ක්රීඩකයින්ට සාධාරණය ලබා දීමට මෙමගින් ඉල්ලා සිටින අතර ක්රීඩාවේ පරිපාලනය පූර්ණ වශයෙන් සංවර්ධනය කිරීමට සහයෝගය දීමට බලාපොරොත්තු වෙමු. ශ්රී ලංකාවේ චෙස් ක්රීඩාවේ අනාගතය සඳහා ක්රීඩා අමාත්යාංශය ක්රියාත්මක වනු ඇතැයි අපි තවදුරටත් බලාපොරොත්තු වෙමු.

நாங்கள் இலங்கையின் அனைத்து சதுரங்க வீரர்கள், பெற்றோர், பயிற்சியாளர்கள் மற்றும் சதுரங்கம் விரும்புபவர்கள் என்பதை தெரிவித்துக் கொண்டு, இலங்கை சதுரங்க கூட்டமைப்பில் (CFSL) நிலவும் அதிகார துஷ்பிரயோகம், கண்டிக்கத்தக்க அலட்சியம் மற்றும் வெளிப்படையின்மையை கடுமையாக விமர்சிக்கிறோம்.

விளையாட்டு பிரிவினால் வெளியிடப்பட்ட புதிய கசட் அறிவித்தலை மீறி, 2025ஆம் ஆண்டு பதவிகள் மீண்டும் நடப்பாள்களுக்கே வழங்கப்பட்டுள்ளன. அவர்களில் பலர் 12 ஆண்டுகளுக்கும் மேலாக ஒரே பதவியில் உள்ளவர்கள். தலைவரொன்றுவர் 20 ஆண்டுகளுக்கும் மேலாக முக்கிய பதவிகளில் இருந்துள்ளார். இது இலங்கை சதுரங்கத்தின் அபிவிருத்திக்கும் வளர்ச்சிக்கும் பெரும் தடையாக உள்ளது.

இதனால் கீழ்க்கண்ட சிக்கல்கள் உருவாகியுள்ளன. அவை விரைவில் தீர்க்கப்பட வேண்டும் என கீழே கையெழுத்திட்டு கேட்டுக்கொள்கிறோம்:

நிதிப் பொறுப்பேற்பின் அசம்பந்தம்

வீரர்களுக்கு போதிய ஆதரவு இல்லாமை

சதுரங்கை வளர்ச்சிப்படுத்த தவறுதல்

விதிமீறிய நிர்வாகம்

அதிகாரபூர்வ ஆதிக்கம்

2025 உலக சதுரங்க தினத்தன்று, இலங்கையில் சதுரங்கத்திற்கு நியாயம் கோரியபடி இந்த அறிக்கையில் கையெழுத்து சேர்த்துவிட்டு, இலங்கை சதுரங்க வீரர்களின் உரிமைகளை பாதுகாப்பதற்கும் அவர்களுக்கு சரியான நேர்மையை வழங்குவதற்கும் வலியுறுத்துகிறோம்.

எங்கள் கோரிக்கைகள்:

2025க்காக நியமிக்கப்பட்ட நிர்வாகிகள் அமைச்சக கசட் அறிவித்தலுக்கும் விதிகளுக்கும் நேர்த்தியாக உள்ளார்களா என்பதை சோதிக்க வேண்டும்.

CFSL நிதி அறிக்கைகள் மற்றும் நிர்வாகங்கள் முறையான ஆடிட்டுக்கு உட்படுத்தப்பட வேண்டும்.

இலங்கையில் சதுரங்க வளர்ச்சி உலக மற்றும் பிராந்திய அளவில் இலக்குகளை நோக்கி செலுத்த அமைச்சகம் நடுவர் ஆக வேண்டும்.

விளையாட்டு சமூகத்தின் அனைத்து பங்கேற்பாளர்களையும் ஒன்றிணைத்து, வெளிப்படையான மற்றும் பொறுப்பான நிர்வாகம் உருவாக்க நடவடிக்கை எடுக்க வேண்டும்.

நாங்கள் ஒற்றுமையாக, இலங்கை சதுரங்க வீரர்களுக்கு நியாயம் வழங்குவதற்காக இந்த முறையீட்டில் இணைகின்றோம். விளையாட்டு நிர்வாகத்தை முழுமையாக அபிவிருத்தி செய்ய அமைச்சகம் ஒத்துழைப்பை வழங்கும் என நம்புகிறோம். இலங்கை சதுரங்கத்தின் எதிர்காலத்திற்கு அமைச்சகம் நடவடிக்கை எடுக்கும் என மேலும்கூட நம்புகிறோம்.
