با سلام واحترام، ما جمعی از دانشجویان ایرانی مقیم لاتزیو هستیم که برای تحصیل به ایتالیا آمده ایم و طبق روال سالهای گذشته، قصد دریافت بورسیه استانی لاتزیو را داریم. با این حال، از اوایل ماه اکتبر ادارات کف بخشنامه ای را نشان داده اند که بر اساس آن، نهاد لاتزیو دیسکو اعلام کرده است ادارات کف نباید مدارک دانشجویان را بدون تأیید سفارت ایتالیا در ایران تحویل بگیرند. این موضوع باعث ایجاد مشکل جدی برای دانشجویان ایرانی شده است. در حال حاضر، تأیید مدارک در ایران تنها در صورتی مورد قبول است که دارنده ی اجازه ی اقامت(کارت پرمسو) باشند و ارائه ی رسید پرمسو به تنهایی کافی نیست. علاوه بر این، سفارت ایتالیا در تهران همه مدارک را تأیید نمیکند و در برخی موارد تنها یک مدرک را مورد تأیید قرار میدهد. این وضعیت موجب شده است که: دانشجویان سال اول که به تازگی وارد ایتالیا شده اند، عملاً پیش از مهلت نهایی تحویل مدارک بورسیه امکان دریافت پرمسو را نداشته باشند، زیرا زمان انگشت نگاری معمولاً پس از پایان مهلت انجام میشود و بنابراین نمیتوانند به ددلاین تحویل مدارک برسند. بسیاری از دانشجویان مقاطع بالاتر نیز به دلیل ازدحام در اداره مهاجرت شهر رم، هنوز موفق به دریافت کارت پرمسو نشده اند و در نتیجه نمیتوانند مدارک خود را در سفارت ایتالیا در ایران تأیید کنند. برخی دیگر از دانشجویان دارای کارت اقامت هستند، اما به دلیل محدودیتهای پروازی ناشی از وضعیت جنگی در منطقه و نگرانی از بسته شدن مسیرهای هوایی، قادر به سفر به ایران و انجام مراحل تأیید در سفارت ایتالیا در تهران نبوده اند. با توجه به حق برابر تمامی دانشجویان بین المللی برای بهرهمندی از بورسیه ها و فرصتهای تحصیلی، از جنابعالی تقاضا داریم راه حلی برای این مسئله ارائه فرمایید تا امکان دریافت بورسیه برای دانشجویان ایرانی نیز فراهم گردد. در صورت امکان، پیشنهاد میشود امسال نیز همانند سالهای گذشته، تأیید مدارک از طریق سفارت جمهوری اسلامی ایران در ایتالیا و سپس ارائه آنها به اداره پرفتورا مورد پذیرش قرار گیرد. این روش در سالهای قبل به خوبی اجرا شده و میتواند به عنوان راه حلی عملی و منصفانه در شرایط فعلی مورد استفاده قرار گیرد. پیشاپیش از همکاری و توجه شما صمیمانه سپاسگزاریم. با احترام، جمعی از دانشجویان ایرانی مقیم لاتزیو

Siamo un gruppo di studenti iraniani residenti nel Lazio, giunti in Italia per motivi di studio, e, come negli anni precedenti, intendiamo presentare domanda per la borsa di studio regionale Lazio Disco.

Tuttavia, dall’inizio di ottobre, gli uffici CAF hanno mostrato una circolare proveniente da Lazio Disco secondo la quale i CAF non possono accettare i documenti degli studenti iraniani se non sono previamente autenticati dall’Ambasciata d’Italia in Iran. Questa disposizione ha creato notevoli difficoltà per gli studenti iraniani.

Attualmente, la verifica dei documenti in Iran è accettata solo se lo studente è già in possesso di un Permesso di soggiorno valido; la sola ricevuta di richiesta non è sufficiente. Inoltre, l’Ambasciata d’Italia a Teheran non autentica tutti i documenti e, in alcuni casi, ne convalida solo uno.

Questa situazione ha generato diversi problemi:

• Gli studenti del primo anno, appena arrivati in Italia, non riescono a ottenere il Permesso di soggiorno prima della scadenza per la consegna dei documenti, poiché gli appuntamenti per le impronte digitali si tengono normalmente dopo tale termine.
• Molti studenti degli anni successivi non hanno ancora ricevuto la carta di soggiorno a causa dei ritardi e dell’eccessivo carico dell’Ufficio Immigrazione di Roma.
• Altri studenti già titolari di permesso di soggiorno non possono recarsi in Iran per l’autenticazione dei documenti a causa delle limitazioni dei voli e delle incertezze legate alla situazione regionale.

Nel rispetto del principio di pari opportunità per tutti gli studenti internazionali, chiediamo cortesemente che venga trovata una soluzione equa e pratica affinché anche gli studenti iraniani possano accedere alla borsa di studio regionale del Lazio.

Se possibile, proponiamo che — come negli anni passati — venga nuovamente accettata la verifica dei documenti attraverso l’Ambasciata della Repubblica Islamica dell’Iran in Italia, con successiva presentazione alla Prefettura di Roma. Tale procedura è già stata utilizzata con successo in passato e rappresenterebbe una soluzione equa e attuabile nelle circostanze attuali.

Dear Sir/Madam,

We are a group of Iranian students residing in the Lazio region who have come to Italy for higher education and, as in previous years, intend to apply for the Lazio Disco Regional Scholarship.

However, since early October, CAF offices have been showing a directive from Lazio Disco stating that CAFs are not allowed to accept Iranian students’ documents unless they have been verified by the Italian Embassy in Iran. This has created serious difficulties for Iranian students.

Currently, document verification in Iran is accepted only if the student already holds a valid Permesso di soggiorno (residence permit); the receipt of application alone is not sufficient. Furthermore, the Italian Embassy in Tehran does not certify all documents and, in some cases, only certifies one of them.

This situation has led to several issues:

• First-year students, who have only recently arrived in Italy, cannot obtain the Permesso di soggiorno before the scholarship submission deadline, as the fingerprinting appointments usually take place after the deadline.
• Many continuing students have also not yet received their residence permits due to delays and overcrowding at the Immigration Office in Rome.
• Other students who do hold residence permits are unable to travel to Iran for document authentication due to flight limitations caused by regional conflicts and uncertainty regarding air routes.

Given the principle of equal access to educational opportunities for all international students, we kindly request that a fair and practical solution be provided to allow Iranian students to apply for the Lazio regional scholarship.

If possible, we suggest that — as in previous years — the verification of documents through the Embassy of the Islamic Republic of Iran in Italy, followed by submission to the Prefettura di Roma, be accepted again this year. This procedure has worked effectively in the past and would represent a fair and feasible solution under the current circumstances.
