The market (i.e., attorneys) would not let the price for a certified copy exceed the price for an Original anyway. This is Work Product and, as such, commands a higher page rate than "one-third." Reporters are highly skilled professionals and should be compensated for their education, continuing training, and expensive equipment required to do their jobs.

NJ license No. XI00856; CT license No. 446, NCRA RDR. The 1/3 rule forces agencies to charge much less than the prevailing cost of a copy. It's unfair and intrusive.
