The Department of General Affairs (DGA) at Kang Chiao International School Linkou has implemented a bike parking regulation effective March 1st, 2023.
這項新規定要求學生和教職員工申請數量有限的自行車位，而且要有駐車架才有資格申請。
This new regulation requires students and staff to apply for a limited number of bike parking spaces given that they meet the qualifications of having a kick stand or a bike rack.
總務部並沒有表明為什麼要設立這項新規定，而其原因對師生而言並不明顯。
No explanation as to why this new regulation was put in place was given, and the problem that one would assume this is addressing is not obvious.

Although there is no clear initial problem, this regulation has created many.

The new parking regulation:

By having all G10 students bike around Taiwan, KCIS is sure that a large percentage of the student body has access to bikes and the ability to ride even long distances. The school should therefore continue to promote daily healthy living and cycling by encouraging students and staff to cycle to school. Then the large number of bikes on campus could be a strong promotional point to the school.
為此，學校不應限制在學校停放自行車，而應安裝更多的自行車架，因此提升學生和教職工上下學的能力，並將自行車整齊又安全地停放在校園內。
To do this, rather than limiting access to bike parking at school, the school should install more bike racks and increase students' and staff's ability to commute to school and park their bikes neatly and safely on campus.
If there is a legitimate problem that needs to be solved, the school should include the stakeholders (students and staff) in the discussion on how to best solve the problem in the most beneficial way possible.

Reaching this point in our campaign confirms that I am not the only one feeling the weight of these unnecessary restrictions. It is exhausting to keep pushing against administrative indifference but seeing so many of you join this effort keeps me going. We hit a real milestone today and I am grateful to everyone who has decided this matters enough to take a stand.

While I don't bike to work, it should be an option for those who wish. And I agree with the "學校應該提倡騎自行車, 為每年一次的菁英活動 (例如騎車環台) 做加強。 The school should instead go beyond the one epic activity per year, such as the bike tour around Taiwan, and promote commuting by bike. statement
Communal bike stands would alleviate the untidiness, allow students/staffe without stands to park their bikes in an orderly way, and show that Kang Chiao is serious about encouraging greener transport and removing some of the congestion on the surrounding roads.
I am planning to start riding my bike to school next year, and it does not have a kick-stand. I also will only ride to school sometimes, maybe once a week, so I wouldn't need my own space. Is the policy that you lose a space if you don't use it? If so that is unfeasible.
I have not applied for a bicycle parking spot but I do however sometimes want to use my bicycle to come to school. I don't however want to put a stand on my bike and I shouldn't feel forced to do so.
The bike parking has gotten even more chaotic since this policy was put into place. And the ensuing chaos really highlights the lack of forethought on the implementation of this policy. Without a bike rack, cyclists without kickstands and parking spots have to lean their bikes up against the walls which then blocks parking spaces for those who have them. Once one parking space is occupied, the designated person then has to put their bike in someone else's space, and the problem continues on and on. The obvious solution to this is to simply install more bike racks and remove designated parking spaces.

I am a staff member who commutes to and from school by bike every single day. Even though I am personally not bothered/affected by the new bike regulation (I have a kickstand), there are a few things I have observed since the regulation has been enforced: 1. Bikes seem have been more disorderly than ever before in the parking area. This is possibly due to the fact that many people who didn't/couldn't sign up for a parking spot don't feel comfortable parking in the vacant spots that may possibly have been other people's spots. 2. On the other hand, the new biking policy simply does not work effectively. If even ONE person parks incorrectly, every single other person will have to park in an incorrect spot due to staggered parking. This seems to cause even more disorder, contrary to what the administration who enforced the policies wanted. 3. The administration has chosen to limit parking to both students and staff, which would naturally discourage people from commuting with bike since it adds inconvenience and potential penalties. Setting up more bike parking spots with bike racks can easily ameliorate the "disordered parking" issue without inconveniencing anyone, including: 4. The unfortunate admin staff members that have to stick warning letters on bikes every day. Due to reasons #1 and #2, it is virtually impossible to have everyone parking in the right spot. How long is the staff member going to have to stick those warning letters? I'm sure that she would have more pressing matters to attend to. Again, I have no issue with the school wanting more organized bike parking, but it's clear that current measures seem to be counter-productive.

There should be a free area for bicyclists to safely park their bikes. Since many people who work and go to school here live in nearby Linkou, riding a bike is an excellent, carbon free way to get to school while getting a bit of badly needed exercise. The school should not place obstacles in their way.
