康橋國際學校林口總務部 (DGA) 於 2023 年 3 月 1 日實施了自行車擺放規定。

The Department of General Affairs (DGA) at Kang Chiao International School Linkou has implemented a bike parking regulation effective March 1st, 2023.

這項新規定要求學生和教職員工申請數量有限的自行車位,而且要有駐車架才有資格申請。

This new regulation requires students and staff to apply for a limited number of bike parking spaces given that they meet the qualifications of having a kick stand or a bike rack.

總務部並沒有表明為什麼要設立這項新規定,而其原因對師生而言並不明顯。

No explanation as to why this new regulation was put in place was given, and the problem that one would assume this is addressing is not obvious.

雖然沒有明確的原因,但這項規定已經產生了很多問題。

Although there is no clear initial problem, this regulation has created many.

新停車規定:

The new parking regulation:

  • 不鼓勵健康生活習慣,
    discourages healthy, active behavior,
  • 抑制綠色交通,
    inhibits green transportation,
  • 使學校顯得矛盾(聲稱提倡健康但又設立此規定),以及
    gives the school an appearance of hypocrisy (claiming to promote the former whilst doing the opposite with this regulation), and
  • 使想要騎自行車上下課的學生和教職員工中造成困惑與不便。
    creates confusion and frustration amongst students and staff who may want to commute by bicycle.

這項新規定造成無法申請停車位的人, 沒辦法無法選擇騎自行車上學,如果停車位持有人不遵守特定(且看似無用)的規定,反而可能會多加懲處。
This new bike parking regulation prevents non-parking space holders from choosing to bike to school and creates potential forms of punishment for parking space holders if they do not follow the specific (and seemingly useless) regulation.

學校也因此在浪費資源來實施這項不必要的規定。
The school has also been wasting resources to implement this unnecessary regulation.

每週校方會印數十張紙條並貼在自行車上,對違反規定的人發出警告。 這會產生浪費,並且又反環保。
Dozens of paper slips are being printed and taped to bicycles each week to inform cyclists of the new regulation and issue warnings for violating it. This creates waste and is again anti-environmental.

It is also a waste of human resources having someone print and tape these warning letters as well as having someone check daily that this regulation is being followed.

The school should instead go beyond the one epic activity per year, such as the bike tour around Taiwan, and promote commuting by bike.

By having all G10 students bike around Taiwan, KCIS is sure that a large percentage of the student body has access to bikes and the ability to ride even long distances. The school should therefore continue to promote daily healthy living and cycling by encouraging students and staff to cycle to school. Then the large number of bikes on campus could be a strong promotional point to the school.

為此,學校不應限制在學校停放自行車,而應安裝更多的自行車架,因此提升學生和教職工上下學的能力,並將自行車整齊又安全地停放在校園內。
To do this, rather than limiting access to bike parking at school, the school should install more bike racks and increase students' and staff's ability to commute to school and park their bikes neatly and safely on campus.

如果真的有很確切的問題存在,學校應讓利益相關者(學生和教職員工)參與探討如何以最合適的方式來解決問題。
If there is a legitimate problem that needs to be solved, the school should include the stakeholders (students and staff) in the discussion on how to best solve the problem in the most beneficial way possible.
