The Joker, no matter what version, has always expressed himself through his actions, and the Tattoos detract from an image established for over 70 years. While every portrayal of the Joker has brought it's own unique take on the character, it has always been through expressive actions. Also, frankly, most of the tattoo's are rather distasteful.
