Petition to Remove Dangerous Dogs at *hidden* Youngs Way, Cape Town
Background
Over the past two years, multiple serious incidents have occurred involving the dogs kept at *hidden* Youngs Way, Cape Town, owned by Mr. *hidden* . These include:
- The confirmed deaths of at least three cats, including pets from neighbouring homes
- A violent, unprovoked attack on private property, where a small dog named Bophade was dragged over his own boundary wall and mauled
- Aggressive behaviour and fighting among the dogs themselves
- Ongoing injuries to other domestic animals in the neighbourhood
- Daily barking, howling, and screams from puppies, creating significant distress and loss of peace
- Multiple complaints ignored, with the owner refusing to take responsibility

The dogs involved are Belgian Malinois — a breed used in police and military work due to its power, intelligence, and aggression. These dogs require 1.5 to 2 hours(minimum) of intense daily exercise and mental stimulation. Without it, they develop dangerous behaviours, including:
- Hyper-aggression
- Barking and biting
- Fighting with other animals
- Escape attempts and wall-scaling
Mr.*hidden* is elderly and physically impaired and is unable to manage this breed. He does not walk or train them, and has failed to contain them on his property — even after multiple deaths and injuries. When confronted, he has responded with deflection, denial, and threats.
In the most recent incident, Bophade, a neighbour’s dog, was dragged out a his own property and mauled by 3–4 of these dogs. The owner had to risk his life by entering Mr. *hidden*’s yard to save his pet. Vet bills already exceed R13,000, and Mr. *hidden*’s only reply was: “Speak to my lawyer.”
These
dogs have killed many neighbors cats, and when approached by Rory Smit
in order to do something about containing his dogs or letting the people
with missing signs of their pets, he deflected and said that it was not
his responsibility.
I live in constant fear for the lives of my
cats and dogs, wife, my own life, and most importantly my 4 month old
daughter. These dogs are able to easily jump 3 meters, and are able to
climb 30 foot walls by some reports. What happens if his dogs jump over
my wall and attack my family?
Laws and By-Laws Breached
This situation violates several City of Cape Town and South African national laws, including:
City of Cape Town Animal Keeping By-law (2021):
- Section 7(1) – Failure to prevent dogs from becoming a nuisance (barking, aggression)
- Section 7(2) – Failure to prevent dogs from attacking or threatening other animal
- Section 14(1)(a) – Failure to confine dogs to the property, resulting in injury and death
Animals Protection Act 71 of 1962:
- Section 2(1)(a) – Causing unnecessary suffering or harm to animals (dogs attacking dogs/cats)
- Section 2(1)(e) – Keeping animals in conditions likely to cause injury or suffering (fighting, screams, confinement)
Western Cape Noise Control Regulations (Provincial Gazette 7146, 2013):
- Regulation 2 – Persistent barking and screaming from dogs creating a public disturbance
- Regulation 4(1) – Keeping animals in a way that causes environmental health concern
Our Request
We, the undersigned, formally request:
- That the dangerous dogs at *hidden* Youngs Way be permanently removed
- That Mr. *hidden* be prohibited from keeping or breeding dogs in future
- That the City of Cape Town Animal Control Unit, SPCA, and if necessary, Environmental Health Officers conduct a full inspection of the property and act in accordance with the law
This petition is not based on speculation but on documented events, including photographic, video, and medical evidence. It is submitted in the interest of public safety, animal welfare, and neighbourhood protection.
We call on the City, SPCA, and relevant authorities to act now — before someone else’s pet is killed, or worse.
