We, the undersigned, are residents of 345 Clinton Avenue and the South Campus of Clinton Hill Apartment Owner's Corporation, Brooklyn NY 11238 an 11205.


We are alarmingly aware of individuals and small groups of people attending/being treated at what we have come to learn is a possible Methadone and other substance abuse treatment center on the 1st floor of building 345 Clinton Avenue, Suite 1E, under the moniker of "Family Practice."

With no assistance from the Management Office, and diligent investigation on our part, we have come to learn this Treatment Center is administered/run by Dr. Kevin T. Custis, who has two other offices at 86 E 49th Street, Suite A, Brooklyn NY, 11238. He is also affiliated with 5 NYC Hospitals.

At a resident meeting on October 2, 2014, presided by the Management Office and a member of the Board, the issue was on the agenda. When the item came to the floor we were told Management or board members were not at liberty to discuss the issue as it is currently under investigation by the authorities and various agencies.

The patients/people who are serviced at the 345 Clinton Avenue facility, to our great consternation, often hang around in front of the facility (the corner of Clinton and Lafayette Avenues) and the entrance to building 345 in a state of stupor. Some of them have been found wandering around the residence hallways of building 345.

Needless to say, this is extremely distressing to us and has generated understandable fear and anxiety for the well-being of residents and families with babies and young children in this quiet landmark community.

CHAOC continues to aggressively seek sales in these Co-Op apartments where recent reports cite, on average, $300, 000 for studios; $425,000 for 1 bedrooms; $525,000 for 2 bedrooms; and $625,000 for extensively renovated 2 bedrooms. People who have made that kind of investment in a community deserve better.

The people who are being treated deserve to be administered to. However, this is a Residential/Family neighborhood with young kids and impressionable teenagers and something like this should not be allowed in our community without any notice, discussion, or clearly defined guidelines of safeguards. We, the residents, tenants and shareholders unequivocally agree that this problem has to be immediately addressed.
