Circumstances behind the initial placement of the rule has changed in that area and it’s only right for it to be removed. Honest businesses are being affected and it’s not fair.

New businesses deserve a chance to grow and prosper. They shouldn't be punished for issues out of their control and decades long overlays that should have previously been removed.

That overlay has been up way too long and at this point it's only keeping the black community down and forcing everyone to use other venues. Just make the playing field equal. It's enough out there so everyone can grow as a city period.
