The deteriorating humanitarian situation in Libya has created a humanitarian crisis of a grave magnitude. The magnitude of the crisis requires the immediate support of the world, especially the United States Congress. 

Gaddafi’s indiscriminate bombardment of civilians, including children and women, using Russian made GRAD rockets and cluster bombs have resulted in thousands of injured civilians and tens of thousands of civilians who are in desperate need of food, medical supplies, and hospital equipments. 

The signees of this petition urge all members of the United States congress to issue a resolution to release part of the over $30 billion frozen Libyan funds in the United States. The released funds will be used to provide desperately needed humanitarian and medical needs to injured and affected civilians inside Libya. We also urge the congress to arrange for the funds to be managed by selected international humanitarian relief organizations that are known for transparency and compliance with US and international laws, such as the International Committee of the Red Cross.
