RE: Delta Official Community Plan (File No. P22-01A)

We the undersigned residents of Delta, to ensure principles of openness, transparency, accessibility, and accountability, respectfully request Mayor and Council REJECT the proposed 2024 Official Community Plan (OCP) & request REVISIONS by City Staff for the following reasons

  1. RUSHED PROCESS: While we acknowledge a need for more AFFORDABLE HOUSING in Delta, the flawed engagement process is too rushed for residents to adequately read, absorb and comment on over 800 pages of documents and maps. Engagement numbers are way too low to make any accurate decisions. (approx 3.2% of eligible voters or 5.9% of households). Confusing misinformation has circulated. We request the process & final decision be delayed to give Council, City Staff and the community more time to engage.
  2. TRAFFIC: In the OCP document regarding Ladner, there is too much focus on development just along Ladner Trunk Rd – which already has many multi-unit housing options & approved new projects in the works - which will result in added traffic gridlock and pollution along this key Ladner roadway.
  3. UNRESOLVED INFRASTRUCTURE: includes Hwy 99 Tunnel upgrade, healthcare problems, inadequate public transit & potential Delta Port expansion.
  4. HERITAGE PROTECTION: Although proposed OCP focuses on 2 main Ladner Heritage Protection Zones and measures, the protection language for all of Delta is too weak and appears to only “encourage” heritage, character policies. Additional Protection Zones should be added throughout all of Delta.
  5. LADNER VILLAGE BUSINESS PROTECTIONS: In the rush to “revitalize" Ladner Village, we are witnessing unacceptable evictions to businesses on Chisholm Street, that should be addressed in any Official Community Plan. Ladner Village Core Area Plan should also be revised to lower building heights.
  6. PARKING: Relaxing of parking requirements on neighbourhood lots & multi-unit housing will cause untenable street parking spillover chaos.
  7. TSAWWASSEN: High-rises up to 24 storeys must be rejected - as the town has only two roads without a transit hub to support such high densification.
  8. NORTH DELTA: OCP changes should be revised in consultation with N. Delta such as Citizens for Responsible Densification.
