Reinstatement of Slider568 to 3ic in ACP

In ACP too many people's ranks are decided because of where they come from. This ruins the chance of many people getting to the owner ranks. With a leader absent and another very young its hard to be sure ACP will steer towards the right direction without Boomer or Shab interfering.
One ACP owner is inactive for a 2ic and the others - most of them don't have experience in the ACP ownership which can be difficult for a while.
A lot of the time theres been someone in the ownership with owner experience for the longest time it was Mchappy. Now I want to help ACP again. I've been in the leadership, I know what I'm doing, and I don't have the time to wait 1, 2, maybe even 3 years for another shot.
