Reinstate Dr. Maluchnik at WHSD and Investigate Finances

We, the undersigned residents of the Woodland Hills School District, demand the WHSD Board of School Directors immediately reinstate superintendent Dr. Joe Maluchnik and investigate the use of district funds.
SUPERINTENDENT: Dr. Joe Maluchnik was placed on paid administrative leave Nov. 12, 2025. The school board has released no information about why, or when he is expected to return.
- The school board has violated school code and public trust by not making statements or holding public votes on his leave
- Dr. Maluchnik is our superintendent, and we believe in him.
- He is committed to the students of Woodland Hills and leads with integrity. He honors his commitments, as evidenced by his 25 years of distinguished service in the U.S. Army Reserves, where serves as Chief Warrant Officer 3.
- We demand he be reinstated to continue to lead Woodland Hills to a bright future.
FINANCES: WHSD has had a $2,000,000 deficit in the last 2 budgets, yet the board continues to vote for new spending, and justify wasteful spending. Over the last year, up to 19 WHSD employees have had district purchasing cards (P-cards). In 2025, P-cards were used to pay for:
- $11,388 at restaurants
- $8,790 at hotels
- $3,008 for airfare and rental cars
We demand:
- The WHSD school board place restrictions on P-card spending and travel.
- WHSD release paper bank statements and P-card reports on request by board members.
- WHSD Spending be for identified needs.
- Accountability for the $60 million of bond issue debt: document what it was spent on in a clear and comprehensive way.
- WHSD follow state and federal laws regarding bid and proposal processes.
- WHSD include a prevailing wage statement in all capital project agreements.
The PA State Dept of Education, Auditor General, and Attorney General's office have all been made aware that the WHSD board is operating out of accordance with state school code but they aren't pay attention: let your voice be heard! Enough is enough. Get back to work for our kids, and give us back the leader we deserve, Dr. Joe Maluchnik!
