I intend to not involve in any Hmong held competition events anymore because MOST are all rigged so theres no point. She is subject for a FULL REFUND.

I don't understand how she doesn't qualified???? Rofl..... I've assisted Merced Lao Family for a couple of years in the pageant and I have witness a few girls, that has gone to the pageant 2 to 3 year straight. Refund her back bc you guys think she a joke and don't want negative feedback.

Because she was not fit for your competition, it is only right to give her a full refund. Also, not only that your committee has cheated and rigged the entire pageant. The least you can do is refund money to those you did not see fit.
You have also altered and revised your print. Your rules were not clear to applicants.
