We, the undersigned, petition the South Carolina Legislature and Governor's Office to radically reform the Welfare and Food Stamp (EBT) programs and other taxpayer-funded assistance programs in South Carolina to remove waste, fraud, and corruption. We have all seen it, standing in line at the checkout counters of grocery stores and convenience stores across the State. Welfare recipients with shopping carts full of expensive cuts of meat, expensive convenience foods and snacks, and other products, all paid for with EBT cards. Products that many of the taxpayers who are providing these benefits cannot afford themselves. The taxpayer-handout recipients then pay for alcohol, cigarettes, and other non-necessities with cash. This is cash that they could use to provide food for themselves. Many times, these handout recipients will then take their taxpayer-funded premium items and put them into luxury-type vehicles, many of these adorned with unnecessary appearance accessories, which were in turn also paid for with cash that could have been used to provide food for their families. These wasteful, fraudulent, and corrupt, practices have to stop. We petition, and require, the SC Legislature and the Governor's Office to put an end to this gross waste of taxpayers' money immediately. Welfare and food stamps and free lunch at school and subsidized housing must be restricted to only those who are truly, and desperately, and temporarily, in need. Usage of these benefits also must be immediately restricted to only allow the purchase the lowest-cost, generic versions of food items which are required to sustain the recipient. Convenience foods or products of any kind must not be allowed. Usage of welfare or food stamp benefits must not be allowed in any convenience store. Eligibility for these programs must be restricted to only those who truly need assistance. Further, drug and alcohol screening must be implemented in order to continue benefits. The taxpayers who provide these benefits are required to be drug and alcohol free on the jobs that earn these benefits, and the same standard must apply to the usage of them. These benefits must also be limited in length of eligibility. A lifetime limit of one year of eligibility must be established and strictly enforced. Taxpayer-funded assistance is a compassionate helping hand to those who are trying to help themselves but are having short term difficulties. It is NOT a career opportunity. We, the undersigned, petition, require and demand that the taxpayer-funded handout system controlled by the State of SC be radically reformed as outlined above immediately.
