Every philosopher has, or has a friend who has, a horror story about dealing with Mind. Email from referees and authors is persistently ignored; authors wait years for decisions, sometimes even long after referee reports are completed; sometimes referees even submit a report only to find out the paper was withdrawn or rejected months before. Philosophy already has a shortage of prestigious, generalist journals. Mind's practices effectively make that list one item shorter. Junior scholars are especially harmed by Mind's negligence since time is at a special premium for them. Until Mind takes serious steps to ensure that (1) email is answered promptly, (2) decisions are issued within 3 months (4 in exceptional cases), and (3) referees are kept informed about the ways their reports will/will not be used, I will not referee for Mind.
