Never was it stated before that matchfixing would get you permantly banned from all major events. Just randomly coming up with a punishment like that is extremely unprofessional and does not live up to a big company's standards. Being banned for about 2 years now is quite a big hit for them and in my opinion more than enough. They realized their mistakes, appologized multiple times and will definetely never do such things again.
Honestly, Valve should have just make them pay the money back and ban them for half a year or so.

It's stupid that they were so young and have an "infinite" time for their ban. They deserve much less than that and even a second chance. Yes they make it fine in streaming and such, but watching them come back to the pro scene would revive cs to where it is.

No true law or rule was set that IBP would have such consequences, to make an example of a period to be banned is right not forever.
