The alleged need to increase in water rates is due to a rate study the City of San Fernando made. (Through whom the study was made was not divulged). This rate increase will be effective beginning February 25, 2012 and on July 1 of each year thereafter through July 1, 2016.  In addition beginning July 1, 2012 and for each Fiscal Year through June  30, 2017, the City of San Fernando proposes to pass through INCREASES in the City's cost of purchasing WHOLESALE  water.  The purpose of the proposed increases is to FINANCE the on-going operation, repairs and maintenance of the City's facilities. This rate study was made to determine the dollar amount that the City of San Fernando can RAISE the water service charge.  Additionally,  in order to meet the water service system's OPERATING costs (current operating costs not given), CAPITAL program requirements (not specified), DEBT SERVICE obligations (not provided) and REASONABLE (?) Reserve requirements through 2017! A majority protest will result in the rate increase not being imposed. If you feel this increase is not in your best interest or not reasonable sign and provide comments below and  attend the PUBLIC HEARING (if possible) on February 6, 2012 at 6 p.m at City Council Chambers, 117 Macneil Street, San Fernando, CA  91340.  Date and time of hearing subject to change without notice so check with City Hall for verification.
