Title: United Memorial Church Development Proposal 20669
Purpose:
Deny the development application for the United Memorial Church (case 20669) as proposed on the grounds that the proposal does not comply with the objectives and key directions of the Centre Plan draft, the area designation as 'Established Residential Area', current Rl zoning designation and the existing 2 .4 policy.
Remedy Sought:
A seven-story apartment complex proposal does not fit with the Centre Plan's established residential zoning for this area, nor is it consistent with the existing character of the neighborhood. If this proposal is accepted it will also undermine the legitimacy of the future Centre Plan.
Have the developer propose a development more suited to the neighbourhood as per the Rl zoning designation, Centre Plan Draft "Established Residential Area" and existing 2.4 policy.

im still looking into how this seven story complex got on the table when the zoning clearly says otherwise. its frustrating to see the rules get ignored like this but im keeping up the pressure on the planning office to respect the neighborhood character.

i cant believe how much energy is behind this right now. seeing so many people agree that this development just doesnt fit our neighborhood is honestly mind blowing. thanks for getting the message out there because it really shows they cant just ignore us.

We are new to the neighbourhood and are concerned about this present proposal. We support the community's interest in an appropriate development plan that fits in with the unique and historic character of the area. If possible, a smaller condo complex using the existing foundations and facade of the United Memorial Church might have some potential. There are many examples in Halifax of developers renovating heritage properties into modern living spaces that fit within the character of unique neighbourhoods such as the Hydrostone.
This proposal sets yet another negative precedent for future development in the North End. To insert a building of this size in the midst of an R1 zone completely ignores the intent of this zoning. The proper course would be to complete the detached home format of the street not what is being proposed!
Living in this neighbourhood for the last 37 years, I believe a 7 story apartment is more objectionable. I enjoy the new density of the area along with the commercial businesses that are here now. I fear a 7 story apartment in the middle of our neighbor would distroy the community spirit that is part of this area.
This R1 designated area from Young across to Russell and between Gottingen and Devonshire comprises single family dwellings which should not be spoiled with a 7 storey apartment building - there are many of these being erected at the top end of this small residential enclave and we do not want them spreading down into the heart of these classic homes.
HRM councillors and staff need to remember and appreciate that one of zoning's primary goals is to prevent new development from interfering with existing land uses and to preserve the character of a community. When developers pick away at the edges of a residential R-1 neighbourhood or purchase lots like United Memorial’s to build structures not suited for the zoning, it is unfair to the people who have invested time and money in the place they choose to call home. There are plenty of more appropriate areas within the north end in which to promote urban densification.

I agree that a seven-storey apartment complex should not be built in this small, quaint residential area. There is enough large buildings all around the North End encroaching on this space already. Don't put one inside!

If developers are given approval to change the R-1 zoning designation in a residential neighbourhood, without the support of the area residents ...what is the point of the zoning designation in the first place? R-1 is R-1 and needs to be upheld!
