To: Quivira senior administration

Quivira homeowners were recently informed of a new policy for external supplier access to Quivira.

We find this new policy totally unacceptable.

Access policies appear heavily influenced by individuals experienced with hotel guest management procedures. This should not apply to QUivira fully deeded owners and their guests. We are full ownership homeowners. We are not hotel guests. We should not in any way be governed by Quivira administration regarding whom and how we invite guests onto our property. This applies to any guest we invite, whether they be social guests or as service providers. The existing policy was already too strict and the recent unilateral revisions are completely unacceptable.

We require a simple procedure whereby:

1) Owners can send an email or WhatsApp message to Quivira or specific community security representatives.

2) Owners will provide the full name of the individual that we authorize to visit the homes that we own.

3) Our guests will provide a simple government identification matching the name(s) in step#2 above to the various guard stations. Security will allow these named individuals to enter any gate at any time that matches the instructions of the owners.

4) The identification mentioned in #3 will be reviewed but but not withheld by security. A photo can be taken by security. Our guests must be allowed to proceed with said ID remaining in their person.

5) If the guest is entering in a vehicle, it is acceptable for security to review the registration and minimum insurance covering the vehicle in question. Lack of current registration and insurance is acceptable reason to deny entry.

6) permission granted from owners must be accepted for one-time access or ongoing standing access permission up to 6 months.

As owners, we are obligated to maintain our homes in top condition to maintain the overall community ambiance. We require the ability to work with whichever service providers we choose, otherwise the individual home and overall community appearance will degrade.

We note the final 5 paragraphs of the notification level indicate owners and applicable service providers are are solely responsible for any damages. Quivira is repeatedly stated as not responsible for any loss or damage. This is not a change and has always been the case. We understand and agree. This reinforces our requirement to be the single decision maker on authorizing any guest or service provider to enter our property.

We are unified in out opinion that the recently announced policies are too restrictive especially when layered on top of existing restrictive, hotel oriented, policies. Candidly, these policies appear to attempt to steer us toward exclusive use of QRS. Homeowners must retain the freedom to choose our service providers. If implemented, these bureaucratic hurdles will reduce competition, increase costs, reduce quality and negatively impact the overall home ownership experience in all Quivira full ownership communities.
